The following protocols govern the relationship between the IraqRankings Authority (IRAP), listed Entities, and Public Users. By accessing this registry, you acknowledge that IRAP operates as an independent forensic auditor, not a commercial directory.

1. Definition of Forensic Outputs
IRAP Integrity Scores, Classifications, and Elite Certifications are algorithmic outputs derived from specific evidence points at a specific moment in time.
They represent a Forensic Snapshot of compliance. They do not constitute a warranty of future performance, financial solvency, or ethical behavior by the ranked entity.

2. Data Accuracy & Verification Latency
While IRAP utilizes government-grade verification vectors, business operations are dynamic.
IRAP does not guarantee that data displayed (including license status or operational capacity) is real-time. There is a natural latency between a physical event (e.g., a license expiring) and its reflection in the Central Registry.

3. Non-Endorsement Clause
A high ranking or "Elite" status signifies that an entity has passed our audit protocol. It is not a commercial endorsement or a recommendation to invest.
Users engaging with listed entities do so at their own risk. IRAP assumes no liability for contractual disputes arising between users and ranked entities.

4. The Zero-Influence Firewall (Anti-Corruption)
IRAP maintains a strict firewall between Commercial Operations (Advertising) and the Audit Department.
Rankings cannot be purchased. Any visibility packages purchased by an entity grant "Visual Prominence" only, and have zero mathematical impact on the Integrity Score or Ranking Position.

5. Limitation of Regulatory Liability
To the maximum extent permitted by Iraqi law, IRAP shall not be liable for direct, indirect, or consequential damages resulting from:
- Reliance on an Integrity Score for procurement decisions.
- The delisting or suspension of an entity due to compliance failure.
- Operational changes made by a listed entity post-audit.

6. Entity Obligations & Data Integrity
Entities submitting data to the Evidence Locker certify that all documents are authentic.

7. Intellectual Property & Algorithmic Sovereignty
The IRAP Scoring Algorithm, the "Elite" certification badge design, and the classification methodology are the exclusive intellectual property of IraqRankings.

8. Right to Audit & Delist
IRAP reserves the right to initiate an unannounced "Spot Check" on any listed entity.
Refusal to cooperate with an on-site audit, or failure to provide updated compliance documents upon request, serves as grounds for immediate suspension or permanent delisting from the registry.

9. The Red List Protocol
Entities found guilty of gross negligence, fraud, or public safety violations are placed on the permanent "Red List."
IRAP reserves the right to publish forensic summaries explaining why an entity was blacklisted to protect public interest.

10. External Jurisdiction Disclaimer
The IRAP Registry contains links to external entity websites. Once a user navigates away from the IRAP domain, they leave our secure jurisdiction. We are not responsible for the privacy practices or content of external corporate sites.

11. Protocol Evolution
Audit standards are updated quarterly to align with international ISO norms and local Iraqi regulations. Entities are judged based on the protocol version active at the time of the audit.

12. Governing Law & Sovereignty
This legal mandate is governed by the laws of the Republic of Iraq. Any disputes regarding data accuracy, defamation, or classification shall be exclusively adjudicated by the competent courts in Baghdad.
